Quin Lucie, Esq. BENCHMARK PRACTITIONER
Quin Lucie, Esq., brings a unique perspective to Peake as one of the nation’s foremost authorities on the Defense Production Act and national mobilization. Mr. Lucie previously served as a Department of Homeland Security Senior Policy Analyst, a Federal Emergency Management Agency attorney, and as a Marine Corps judge advocate.
Mr. Lucie’s thought leadership made a lasting impact on federal policy and organizational design through his work on the creation of FEMA’s Fraud & Internal Investigations Division and through his contributions to presidential directives on domestic incident response and national discussions on civil defense and mobilization authorities. During the COVID-19 pandemic, Mr. Lucie was detailed to FEMA’s Supply Chain Stabilization and Defense Production Act Task Forces, helping lead national coordination with major healthcare distributors and supporting the expansion and modernization of the Strategic National Stockpile.
Mr. Lucie has taught at the U.S. Army War College and other institutions, educating senior military and civilian leaders on homeland security, crisis response, and defense support to civil authorities. In addition, Mr. Lucie’s articles and talks have appeared in Homeland Security Affairs, at the National Defense University, and other leading journals and institutions. Mr. Lucie holds a BS in Business Administration & Management from Illinois State University, a J.D. from Southern Illinois University, and an MA in Homeland Security Studies from the Naval Postgraduate School.
